White House Conference on Aging Act of 1991 - Requires the President to call a White House Conference on Aging in 1993 to bring together representatives of Federal, State, and local governments, individuals involved in the field of aging, and representatives of the general public to: (1) identify the problems of older individuals; (2) develop recommendations for the coordination of Federal policy with State and local needs; and (3) develop specific and comprehensive recommendations for executive and legislative action for maintaining and improving the well-being of older individuals.

Authorizes appropriations.
