Family Unity and Parental Notification Act - Amends the Public Health Service Act to prohibit financial assistance under titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act and specified provisions of the Public Health Service Act unless the receiving entity agrees to notify the parents of an unemancipated minor under the age of 18 48 hours before performing an abortion on the minor, except in an emergency threatening the minor's life.

Declares that the notification requirement does not apply in a State which requires parental notification or parental consent.

States that certain provisions of this Act apply without regard to whether the State allows the parental notification or the parental consent requirements to be waived through judicial proceedings.
