Amends the Solid Waste Disposal Act to authorize the Secretary of Commerce to make grants and provide technical assistance to State, regional, or local agencies for the purpose of developing markets for recovered resources. Limits: (1) the Federal share of such grants; and (2) the total grant amount for any single grant recipient. Prohibits more than 15 percent of the total amount of funds authorized to be appropriated for such activities to be for projects in any one State.

Authorizes appropriations.
