National Sea Grant College Program Authorization Act of 1991 - Amends the National Sea Grant College Program Act to require that the National Sea Grant College Program be administered by a National Sea Grant Office within the National Oceanic and Atmospheric Administration. Authorizes appropriations to carry out specified provisions of the Act and for administration of the Act.
Repeals provisions authorizing grants relating to marine affairs and resource management.
