To provide, with respect to those areas of Connecticut which were excluded from the President's recent exercise of authority under section 302 of the Federal Employees Pay Comparability Act of 1990, the same pay increase as was provided with respect to the New York-Northern New Jersey-Long Island, NY-NJ-CT Consolidated Metropolitan Statistical Area; and for other purposes.
