Authorizes and urges the President to designate April 9, 1992, as Day of Recognition of Filipino War Veterans (the 50th anniversary of the fall of Bataan).

Expresses the sense of the Congress that a copy of this resolution be presented to Filipino veterans and the Filipino people in Manila on April 9, 1992, during the observance of such anniversary, as an expression of goodwill and reaffirmation of the continuing regard of the United States and the American people for a lasting Filipino-American friendship.
