Requires the Secretary of Transportation, within 60 days after enactment of this Act, to: (1) establish a system for evaluating threats to the safety of international commercial airline travel; (2) establish a 24-hour toll-free consumer hotline to inform the public of such threats; and (3) issue regulations requiring any commercial air carrier to cancel any international flight with respect to which the Secretary determines a serious threat exists.
