Local Rail Service Assistance Reauthorization Act of 1990 - Amends the Department of Transportation Act regarding local rail service assistance to authorize appropriations for FY 1990.
Extends through FY 1990 the period during which the authorization of appropriations is permissible.
Decreases the Federal share of rail service assistance program costs from 70 percent to 60 percent.
