Amends the Federal criminal code to establish as a criminal offense the creation of a fuel shortage in the United States with the intent to raise fuel or energy prices or adversely affect competition.

Authorizes: (1) the Attorney General to institute a civil action to enjoin violations and to seek repayment of damages to those harmed; and (2) district courts to assess treble damages.
