Requires the approval of the Interstate Commerce Commission for the acquisition of control of a class I rail carrier by a non-carrier that does not control, and is not controlled by, a carrier. Prescribes a procedure for considering approval of such an acquisition. Requires the Commission to approve such acquisition if it is consistent with the public interest.
