Expresses the sense of the House of Representatives that: (1) the President should submit the Convention for the Protection of the Natural Resources and Environment of the South Pacific Region to the Congress for ratification; (2) the Congress should consent to ratification without delay; and (3) the United States should commit resources to support the Work Program of the South Pacific Regional Environment Program and activities to implement the Convention.
