Anabolic Steroid Restriction Act of 1989 - Amends the Federal criminal code to provide criminal penalties for knowingly: (1) receiving, depositing, or causing to be deposited or delivered by mail any anabolic steroid or controlled substance for use in humans other than the treatment of disease pursuant to the order of a physician, except as otherwise permitted by law; and (2) using any communication facility in committing, causing, or facilitating a violation of such prohibition.

Makes any property involved in a violation of this Act subject to forfeiture.
