Catastrophic Coverage Financing Improvement Act of 1989 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to eliminate the catastrophic coverage monthly premium and the prescription drug monthly premium.

Amends the Internal Revenue Code to maintain the current Medicare supplemental premium limit and rate, except to the extent that inflationary trends require the adjustment of such rate.

Increases excise taxes on tobacco products to finance expanded part B coverage provided by the Medicare Catastrophic Coverage Act of 1988.
