Amends the Motor Vehicle Information and Cost Savings Act to direct the Secretary of Transportation to amend a specified bumper standard to ensure that it is identical to the one in effect on January 1, 1982. Prohibits the Secretary from modifying the application of such standard in any respect which results in less impact protection than that afforded under the January 1, 1982, standard.
