Amends the Export Administration Act of 1979 to require the Secretary of Commerce to establish and maintain an export assistance office in northern California.

Requires that the Secretary's annual report on the administration of such Act include detailed information with respect to efforts to keep the business sector informed of the activities of all regional, district, or field export assistance offices.
