Public Recreation Area Recycling Incentives and Education Act - Requires the Secretaries of the Interior and of Agriculture to establish a comprehensive recycling program for public recreation areas operated by the National Park Service, the U.S. Fish and Wildlife Service, and the U.S. Forest Service.

Requires the Secretaries to establish certain defined criteria under which each Service may exclude portions of public recreation areas from the recycling program.

Permits each Service to use any revenues received from recycling programs for: (1) resource management, research, and interpretation; and (2) other public purposes relating to the enhancement of the public recreation areas at which the revenues were realized.

Requires the Secretaries to study the effectiveness of the respective recycling programs established under this Act.

Requires the Secretaries to direct each manager of a public recreation area conducting a recycling program to educate visitors to the public recreation area about: (1) the recycling program for such area; and (2) the benefits to the public recreation area and the local community of such program.

Authorizes appropriations.
