Unemployment Insurance Program Budgeting Reform Act - Amends the Congressional Budget and Impoundment Control Act of 1974 to exclude the receipts of the Unemployment Trust Fund from deficit calculations.
Increases the maximum deficit amounts for FY 1991 and 1992.
Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exclude the State unemployment insurance and employment services operations account from sequestration.
