Official title: To amend the Congressional Budget Act of 1974 to exclude the receipts and disbursements of the Unemployment Trust Fund from the calculation of deficits and maximum deficit amounts under the Balanced Budget and Emergency Deficit Control Act of 1985, and for other purposes.
