Radio Free Asia Act of 1990 - Amends the Board for International Broadcasting Act of 1973 to grant authority to the Board for International Broadcasting to operate a Radio Free Asia broadcasting service for the peoples of Southeast Asia. Revises the composition of the Board to add two additional members to be selected by the President from Americans with a knowledge of the people of Cambodia, Vietnam, and Laos. Allows funds made available to Radio Free Europe and Radio Liberty to be used by Radio Free Asia.
Authorizes appropriations for FY 1991 to establish Radio Free Asia.
Requires the Board to report to the Congress on the desirability of the geographic expansion of funded broadcasts, particularly to Africa and the Middle East.
