Account Closing Act of 1990 - Amends Federal law to revise the procedure for closing appropriation accounts that are available for definite periods by rescinding obligated balances at the end of the two-fiscal-year grace period for expired appropriations instead of transferring them (as currently) into "merged surplus" accounts.
