Fertility Clinic Success Rate and Certification Act - Directs the Secretary of Health and Human Services to establish a program for certification of embryo laboratories to assure effectiveness of laboratory procedures. Allows certification to be issued by the Secretary or by an accreditation organization which meets standards set by the Secretary under this Act.

Makes certification valid for a maximum of two years. Mandates fees for issuance and renewal. Sets forth certification requirements.

Provides for periodic announced and unannounced inspections.

Directs the Secretary to approve accreditation organizations under criteria and procedures set by the Secretary.

Prohibits an embryo laboratory from performing procedures without certification. Sets forth civil monetary penalties for violations.
