United States Commercial Center Pilot Program Act of 1990 - Directs the Secretary of Commerce to establish, as a pilot program, a United States Commercial Center in one country each in Eastern Europe, Asia, and Latin America to provide additional resources for the promotion of exports of U.S. goods and services to such countries. Requires the Secretary to use the Market Development Cooperator Program to assist the Centers in providing such resources. Authorizes appropriations.
