Thrift Resolution Cost Estimate Act of 1990 - Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to require the President to report to the Congress every quarter on the total cost incurred by the FSLIC Resolution Fund, the Resolution Trust Corporation, and the Savings Association Insurance Fund in connection with certain savings association for which conservators or receivers have been appointed or which are likely to require specified financial assistance.
