Authorizes the Administrator of the Environmental Protection Agency (EPA) to make grants to States and political subdivisions for community recycling projects. Authorizes such grants to be used for new or improved projects that promote solid waste recycling. Limits the Federal share of the total costs of such projects. Requires grant funding to be allocated equally among the EPA regional offices.
