Secondary School Science and Mathematics Teacher Assistance Act of 1990 - Authorizes the Secretary of Education to repay specified portions of Stafford loans (under the guaranteed student loan program of the Higher Education Act of 1965) for full-time mathematics or science teachers at public secondary schools. Authorizes repayment of increasing portions of the loan principal for each of four consecutive years of such teaching service.

Authorizes appropriations.
