Atlantic Striped Bass Protection Act - Amends the Magnuson Fishery Conservation and Management Act to make unlawful the possession or fishing of Atlantic striped bass within the exclusive Economic Zone (EEZ) for three years after enactment of this Act, subject to extension by the Secretary of Commerce. Allows, when necessary, transport through the EEZ of bass caught outside the EEZ.
