Urban Homesteading and Bulk Sales Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to acquire single family properties in bulk from the Resolution Trust Corporation for transfer to State and local governmental and public agencies for the urban homesteading program. Prescribes guidelines for such program.
Authorizes appropriations.
Amends the Federal Home Loan Bank Act to prescribe guidelines for urban homesteading acquisition by the Secretary.
