Eastern Europe Market Protection Act of 1990 - Directs the Export-Import Bank to make grants to supplement the financing of U.S. exports to Eastern European countries which have: (1) an emerging market economy; and (2) entered into an agreement with the United States to purchase U.S. products. Establishes within the Bank the Export Aid Credit Fund to finance such grants. Authorizes appropriations.
