Bank and Thrift Regulatory Agency Merger Act of 1990 - Abolishes the Office of Thrift Supervision (OTS) and the position of its Director.

Amends the Home Owners' Loan Act to establish the Comptroller of the Currency as the supervisor of savings associations. Transfers to the Comptroller specified functions and personnel of OTS.
