Plain-English summary
Antarctic Protection Act of 1990 - Makes it unlawful to engage in, finance, or provide assistance to, any Antarctic mineral resource activity.
Applies the National Environmental Policy Act of 1969 to any activity in Antarctica sponsored by the U.S. Government.
Requires the President to direct the Secretary of State to enter into negotiations with the Antarctic Treaty Consultative Parties to conclude an international agreement to: (1) prohibit Antarctic mineral resource activities by such parties; and (2) conserve and protect Antarctica's natural environment on a permanent basis.
Deems violations of this Act to be violations of the Antarctic Marine Living Resources Convention Act.
Authorizes appropriations.
