Assault Weapon Export Control Act of 1989 - Amends the Federal criminal code to prohibit the export of a machine gun or semiautomatic assault weapon without an export license, with exceptions for U.S. departments or agencies and for foreign governments not engaging in gross human rights violations or supporting international terrorism. Sets penalties for violations of this Act.

Defines "semiautomatic assault weapon" as a semiautomatic firearm which is not generally recognized as particularly suitable for, or readily adaptable to, sporting purposes considering specified characteristics.
