Amends the Public Housing Drug Elimination Act of 1988 (under title V of the Anti-Drug Abuse Act of 1988) to extend the authorization of appropriations through 1992 for grants to eliminate drug-related crime in public housing projects.

Requires the Secretary of Housing and Urban Development's congressional program report to consider the possibility of allowing private owners of assisted housing to receive such grants. (Current law limits recipients to public housing agencies, including Indian housing authorities.)

Amends grant application provisions and increases the scope of eligible grant activities.
