Individual Investor Fairness Act of 1989 - Amends the Securities Exchange Act of 1934 to reduce from ten to five days the period during which: (1) the beneficial owners of more than ten percent of an issuer's stock, and directors or officers of the issuer, must file a statement of ownership with the Securities and Exchange Commission (SEC); and (2) any change in such ten percent ownership must be registered with the SEC.
