Mathematics and Science Teacher Recruitment and Retention Act - Amends the Internal Revenue Code to allow a tax credit to mathematics and science teachers who: (1) have been full-time employees in public elementary or secondary schools for the previous five years; and (2) have completed during the taxable year at an institution of higher education six credit hours in mathematics, science, or any other subject area for which there is a critical need for teachers.

Allows a tax deduction for education expenses relating to certification as a mathematics or science teacher.
