To provide an additional judgeship for the Northern District of Illinois, to make the temporary judgeship for the Northern District of Illinois permanent, and to provide an additional temporary judgeship for each of the Central and Southern Districts of Illinois.

Requires the President to appoint, by and with the advice and consent of the Senate, one additional judgeship for the Northern District of Illinois. Provides for the conversion of an existing temporary judgeship.

Requires the President to appoint, by and with the advice and consent of the Senate, one additional district judge for the Central District of Illinois and one additional district judge for the Southern District of Illinois. Limits the refilling of future vacancies in such districts.
