Authorizes the Secretary of the Interior to establish the America in Space National Historical Park in Florida.

Directs the Secretary to work with the Administrator of the National Aeronautics and Space Administration to complete a plan for the erection of the Apollo-Saturn launch umbilical tower at the Kennedy Space Center.

Authorizes the Secretary to enter into cooperative agreements with the heads of specified Federal agencies having jurisdiction over the sites and objects that constitute certain national historic landmarks at specified installations to compile a documentary record of such landmarks. Expresses the intention of the Congress that such sites and objects be preserved in their historic locations.

Requires the Secretary to encourage the States to nominate to the National Register of Historic Places the sites and objects associated with the United States Man in Space Program.
