Cable Foreign Ownership Act of 1989 - Amends the Communications Act of 1934 to prohibit any cable system in the United States from being owned or otherwise controlled by any alien or any representative or corporation of such alien. Provides that if the government of a foreign country applies a more restrictive ownership requirement on U.S. citizens, such requirement shall be applied to representatives of that country in the United States.
