Homeownership Through Sweat Equity Act of 1989 - Authorizes the Secretary of Housing and Urban Development to carry out a demonstration matching grant program to acquire abandoned or vacant housing for rehabilitation by homeless and low-income families.

Requires the Secretary to submit a program report to the Congress.

Authorizes FY 1990 appropriations.
