Security Deposit Loan Fund Demonstration Act of 1989 - Authorizes the Secretary of Health and Human Services to make grants to housing agencies to establish demonstration projects to help low-income families pay rental security deposits. Directs the Secretary to provide participating agencies with technical and informational assistance.
Requires a participating agency to: (1) establish a security deposit loan fund; (2) provide financial counseling; and (3) submit annual (and final) program reports.
Requires the Secretary to submit similar reports to the Congress.
Authorizes appropriations.
