Plain-English summary
Amends the Solid Waste Disposal Act to direct the Administrator of the Environmental Protection Agency to appoint a Special Environmental Counsel as an independent counsel to enforce compliance with such Act and other environmental laws concerning hazardous waste management at Federal facilities. Empowers the Counsel to issue orders, bring civil actions, and collect civil penalties. Requires the President to request funds for compliance with such orders in the annual budget submission if such funds are not otherwise available.
Authorizes appropriations.
