Jefferson National Expansion Memorial Amendments Act of 1989 - Amends Federal law to eliminate acreage limitations on the expansion of the Jefferson National Expansion Memorial in East Saint Louis, Illinois. Authorizes the acquisition of Illinois State lands through means other than by donation.

Repeals the requirement for the Secretary of the Interior's approval of a development and management plan for the East Saint Louis, Illinois, portion of the Memorial. Authorizes appropriations.
