Government Contractor Whistleblower Protection Act of 1989 - Prohibits a Federal contractor from taking reprisal actions against its officers or employees for disclosing information to a Federal agency regarding performance of a contract with such agency which indicates: (1) a violation of law; or (2) mismanagement, gross waste of funds, abuse of authority, or a danger to public health or safety.

Sets forth civil penalties and remedies for violations of this Act.
