Directs the Bureau of Labor Statistics to develop and implement a method for determining, on an annual basis, the cost of living in each area of the country relative to the cost of living in the District of Columbia. Provides for adjusting the rates of pay for Federal employees in any area where the cost of living is higher than the District's.
