National Nutrition Monitoring and Related Research Act of 1990 - Title I: Nutrition Monitoring and Related Research - Establishes a ten-year program to be known as the National Nutrition Monitoring and Related Research Program. Makes the Secretaries of Agriculture and of Health and Human Services, acting jointly, responsible for implementing the program.

Establishes the Interagency Board for Nutrition Monitoring and Related Research to assist in implementing the Program.

Directs the Secretaries to prepare and implement a comprehensive plan for the Program, including components to maintain and coordinate the National Health and Nutrition Examination Survey and the Nationwide Food Consumption Survey. Requires the plan to be carried out during the period ending with the close of the ninth fiscal year after the plan is submitted in its final form.

Title II: National Nutrition Monitoring Advisory Council - Directs the President to establish the National Nutrition Monitoring Advisory Council. Terminates the Council ten years after the final comprehensive plan is prepared.

Title III: Dietary Guidance - Directs the Secretaries to publish a report entitled "Dietary Guidelines for Americans" containing guidelines for the general public based on the preponderance of scientific and medical knowledge. Requires any Federal agency proposing to issue any dietary guidance for the general population (other than a rule or regulation) or identified population subgroups to submit the text to the Secretaries for review. Sets forth procedures regarding approval and disapproval by the Secretaries.
