Anti-Dumping Act of 1989 - Amends the Federal criminal code to establish as a criminal offense the unauthorized dumping of material on the high seas or on any other waters within U.S. admiralty and maritime jurisdiction. Provides for forfeiture of specified property for violation of this Act.
