Permanent Housing for Homeless Americans Act of 1989 - Directs the Secretary of Housing and Urban Development to provide FY 1990 and 1991 housing assistance for homeless or low-income individuals and families under the following programs: (1) section 8 assistance under the United States Housing Act of 1937; (2) section 8 moderate rehabilitation assistance under the United States Housing Act of 1937; (3) modernization of vacant public housing under the United States Housing Act of 1937; (4) rental rehabilitation under the United States Housing Act of 1937; and (5) funding for the rehabilitation of State and local government in rem properties under the Housing and Community Development Act of 1974.

Requires an annual program report to the Congress.
