Declares that the Congress approves, with certain exceptions, the designation of the Cordell Bank National Marine Sanctuary. Disapproves the designation of hydrocarbon (oil and gas) activities as activities which may be regulated within the Sanctuary.

Directs the Secretary of Commerce to: (1) within 120 days, revise regulations to prohibit hydrocarbon activities in the Sanctuary; and (2) pending implementation of such revised regulations, prohibit such hydrocarbon activities.
