Calls upon the President to ensure the maximum assistance of the Organization for Economic Cooperation and Development in facilitating the transition of Eastern European countries to free market democracies by: (1) creating the basic statistics for the economic and social measurement of specified key areas; (2) ensuring an effective exchange of people with experience in managing market-based economies; and (3) coordinating the advice of high-level nongovernmental experts capable of providing impartial advice on policy implementation and reform.
