Protests the planned program of destruction of traditional settlements in violation of human rights, minority cultural rights, and property rights. Urges reforms by the Romanian Government to comply with international agreements. Urges continued presidential and Secretary of State action to bring about reforms. Urges the President to make clear to the Romanian Government that restoration of Most Favored Nation status or other favorable trading privileges to Romania should not be considered until a thorough human rights reform is implemented, including substantial improvement in the right of emigration, the rights of national minorities, and freedom of religion.
