Alcohol, Drug Abuse, and Mental Health Services Block Grant Amendments of 1987 - Amends title XIX (Block Grants) of the Public Health Services Act to authorize appropriations for block grants for alcohol and drug abuse and mental health services for FY 1988 through 1992.

Revises the formula for allotment of such block grants to States and territories and possessions of the United States.
