Directs the Secretary of Health and Human Services to establish a program to educate Medicare (title XVIII of the Social Security Act) beneficiaries regarding: (1) the availability, costs, and financing of long-term health care policies; and (2) coverage limitations under Medicare and Medicare supplemental policies (private health benefit plans covering gaps in Medicare coverage). Sets forth authorized elements of such program, including efforts directed toward long-term health care insurers and providers to facilitate private financing of such care.

Requires the Secretary to develop a final plan to implement the program by 1988. Sets forth reporting requirements.
